Who is your Chain of Responsibility expert?
Two decades of supply chain leadership, not just consulting theory
Matthew has over 20 years of Supply Chain Senior Management experience, including serving as the former National Logistics Manager for CSR Monier with a $20 million budget. In that role he held direct responsibility for national Chain of Responsibility, safety system management, logistics strategy, intelligent systems, and process engineering.
His career spans major Australian supply chains including Linfox, Harris Scarfe, CSR, and NEXT (UK), managing logistics budget portfolios worth millions with accountability for CoR and safety outcomes in large businesses.
Matthew holds a Masters in Logistics, Exemplar and Cert IV in Training and Education, combining academic grounding with years of hands-on corporate supply chain management. He brings operational credibility to every advisory engagement — not textbook theory.
What experience shaped the MAEZ approach?
Inside CSR: building CoR systems from the ground up
Whilst Manager of Logistics within CSR, Matthew established the direction and strategies for national Chain of Responsibility compliance — particularly the systems and reporting structures that CoR requires in today's regulatory framework.
His work at CSR included:
- Leading the design and development of the CoR and Safety Education program
- Investigating multiple CoR breaches and formulating strategy to mitigate future breaches
- Writing policy on numerous CoR processes
- Overseing technology to support sound Chain of Responsibility safety measures
- Working alongside the National Corporate Safety Team on amendments to CSR's CoR policy, including delivery of the Primary Duty reforms within the organisation
During this period he also managed heavy vehicle investigations and directed CoR programs and reporting, and was genuinely considered the national expert on CoR within CSR.
How does Matthew approach CoR breaches and safety culture?
Understanding human behaviour, not just ticking compliance boxes
Matthew's approach to investigating CoR breaches is grounded in an intent to understand human behaviour. Rather than defaulting to blame, he refocused CSR's philosophy toward cooperation and partnership to enhance outcomes within the business.
Having worked in, or collaboratively engaged with, enforcement agencies and industry alike, he has a real-world understanding of the legal, political, and business expectations acting on the supply chain and transport industries.
Because his expertise comes from years of operational management, he takes pride in recognising each client's unique challenges and devising strategies that address them. The combination of deep legal understanding and practical solutions is central to his approach — he works collaboratively to tailor effective, safe, and compliant systems.
What else does Matthew bring to your business?
Beyond advisory: change management, speaking, and training
Matthew's broader experience includes strategic planning, managing organisational change, and performance measurement. He is regularly sought for public speaking engagements and to facilitate workshops, seminars, and training programs.
He has presented at national forums and seminars on the practical approach, safety philosophies, and performance measurement of Chain of Responsibility. Over the last few years he has brought a simple and genuinely practical leadership style to compliance and safety improvements across more than 50 Australian businesses.
Matthew has become instantly recognisable as the Australian authority on Chain of Responsibility, having built MAEZ from very humble beginnings into a profitable, respected advisory business.
How does this expertise connect to MAEZ today?
From lived experience to practical training, audit, and implementation
MAEZ helps Australian businesses turn Chain of Responsibility, HVNL, WHS, transport safety, and chartered risk obligations into practical training, advisory, audit, and implementation pathways.
If your team needs foundational or role-based CoR education, Chain of Responsibility training is available to help managers, executives, consignors, loaders, and consignees understand their duties and evidence expectations. For executives preparing for upcoming regulatory shifts, the HVNL 2026 changes readiness guide offers a practical starting point.
When you need a structured review of your current controls and evidence, CoR consulting connects Matthew's operational experience to your specific gaps. And where software is the right next step, CoRGuard supports the evidence workflow for records, reminders, audits, and corrective actions.
Ready to put that experience to work? Contact MAEZ to get a practical review of the controls, evidence, training, and SMS gaps that matter most to your operation.
